A Public Hearing with the Corbin Code Enforcement Board was held Monday, May 10, 2007, at 6:00 P.M. at the Corbin City Hall Government Complex Second Floor Courtroom, Room 202.

Status of Case #0307-122 This was a rental property that had extensive fire and smoke damage to the house in November 2006.
Mr. Burke stated that a public hearing for Jankie Jackson was postponed and would be rescheduled. Mr. Burke stated that since re-examining the structure Mr. Jackson has elected to not tear the structure down and rebuild. Mr. Burke has given Mr. Jackson an extension on remedial measures. Mr. Burke ask that the board put the final judgement hold pending completion of remedial measures.

138-10-30-004 Cumberland Falls Hwy (Rental)
Status of Case #0307-121 This was a rental property being used for a tire recycle center. A warning was posted February 26, 2007 with no response.
Mr. Burke addressed a default case that had been red tagged on 18th Street just past the Corbin Drive-In, where he had received a number of complaints about old tires. He identified the owner of the business as Herman Lawson. Mr. Burke sent Mr. Lawson a citation to remove all the tires and clean up the business.
Mr. Burke is relatively sure that Mr. Lawson has relocated his business at this time to Main Street, at the intersection where Main Street and Kentucky Street meet.
Mr. Burke stated that he hopes to contact the EPA to find out who has jurisdiction over the permits for tire recycling centers.
Mr. Burke has ask for proof from Mr. Lawson that he is approved by the state to be a recycling center. Mr. Burke has not had any response from Mr. Lawson.
Mr. Burke would like to check into the matter further and ask the board to consider if there is no other recourse and he receives no response to possibly consider putting a lien on the personal property. He would need a final ruling from the City Attorney.
Motion made to increase the fine to $500 and authorize Mr. Burke to get liens against Mr. Lawson personal property if approved by the City Attorney.

137-10-09-004 509 Idaho Street
During the March meeting, the above referenced structure was addressed. After an inspection of the site a NOV was issued. The structure was demolished and the property cleaned up. No follow up required.
Mr. Burke contacted the individual immediately and went out to check the home which was damaged beyond repair. The building has been torn down and the lot is cleared away.
Mr. Knuckles inquired about the house at 302 S. Poplar Avenue, Mr. Burke contacted PVA office to find out who the new owner was, the PVA office still shows the investment group as the owner. Mr. Burke has it on the list to be mowed and cleaned up and continue with the condemnation to have the house to be torn down.
Mr. Knuckles brought up the issue of why we have not cited more homes in the city limits for high grass. Mr. Burke stated that he has cited several homes at this time, once red tagged they have seven days if not mowed in seven days then the city will mow it after ten days and cite the owner.
Mr. Knuckles brought up the question of the dumpster at Henry Honneycut property and why the dumpster in question had not been emptied. Mr. Burke stated according to Harold Burke at public works it had been emptied once, but has not been emptied since that time. Further discussion determined that Mr. Honneycut is not paying rent on the dumpster and Mr. Burke stated that he would try to have the City Manager approve picking up the dumpster.
Mr. Knuckles addressed the demolition of the Honneycut property and if there was any foreclosure yet. Mr. Burke made an inquiry to the bank and did not get any response. The City Attorney has advised the Board to hold off on the demolition of the property at this time.
The status of the Wilson and Roy Kidd property was brought up and Mr. Burke made note speak to the city attorney about said properties.
Mr. Burke brought up that they would be interviewing for an Administrative Assistant.
In 2005 and 2006 thirty structures were removed, as of date in 2007 there has been seven removed. Hunan at this time is scheduled to be removed.
Joy gas station still has a large hole that was left after the removal of the tanks, from what Mr. Burke is aware of, it is possible that the soil sample has come back contaminated.
