MINUTES OF THE MONTHLY

CORBIN PLANNING COMMISSION

Regular Scheduled Meeting

Date: June 19, 2008

TIME AND PLACE

 

A Public Hearing with the Corbin Planning Commission was held on Thursday, June 19, 2008, at 4:00 P.M. at the Corbin City Hall Government Complex Second Floor Courtroom, Room 202.

Public Hearing: No Public Hearing

New Business:

Chairman Robinson introduced and welcomed the new Board Member Glenn Sasser.

Chairman Robinson asked Mr. Burke to address where we are at with the Development Ordinance and the Comprehensive Plan. Mr. Burke explained Mrs. Patterson had worked hard to create a good looking document that the City can be proud of. Mr. Burke pointed out that Mr. Heaberlin has helped tremendously in checking for omitted items as well as mistakes.

Mr. Burke explained that Mrs. Patterson made copies of both documents for each member of the Board to take home and look over to see if they find anything that has been overlooked or that may need changed.

Mr. Burke explained once everyone has reviewed and looked the documents over he will schedule a public hearing and we will do a text change to adopt the Development Ordinance and the Comprehensive Plan as a revised edition.

Mr. Burke explained that the only change not yet put in the Development Ordinance is the change pertaining to cell towers. He explained that Attorney Bob Hammons was still working on the Ordinance and when completed he will submit it to the Commission for a vote.

Chairman Robinson asked when the second reading on the mini warehouse definition would be. Mr. Burke explained the second reading should be at the Commissioners meeting on Tuesday.

Chairman Robinson asked Mr. Burke to orient the Board on each plan. Mr. Burke explained that there are two plans used by the Planning Commission. The first, which is utilized the most is the Development Ordinance.

The Development Ordinance regulates where, when, and how you do any type of construction, addition, or building to properties in town. It regulates uses such as residential versus commercial. It is a very detailed document.

There is another Board that also uses this plan, the Board of Adjustments. Their primary function is to grant Variances or Conditional uses.

The second manual is the Comprehensive Plan; it is a document that is a forward look at what we want the community to be. It gives general information; a look at how we want the community to grow, and things that may entice people to move to our community.

Mrs. Patterson explained that she has spoken to the Webmaster about putting both Plans on the website. It will then be available to anyone that wishes to view the documents, but she suggests the documents be locked so they can not be downloaded and possibly changed.

There was a brief discussion on the feasibility and cost effectiveness of selling the Plans or making them available for free download off the website.

Mr. Burke explained that we need to advertise and have a public hearing in order to adopt both the revised Development Ordinance and the revised Comprehensive Plan. Chairman Robinson ask each Board Member to take the documents home and read over them and comment on anything they think possibly needs to be changed.

Chairman Robinson asked the Board to read over the documents and bring their thoughts and changes to the July meeting and discuss what needs to be addressed and changes that each may wish to make in the manuals.

Ms. Martin asked what we were going to do about the cell towers in the Development Ordinance. Mr. Burke explained that the city adopted the new ordinance. Attorney Bob Hammons, hopefully, will have it ready to add before we adopt the new manual. 

Mrs. Patterson asked Mr. Heaberlin to address the page in the Development Ordinance that he had a question about. Mr. Heaberlin explained that in the manual on page 37 it refers to a Corbin Planting Manual.

Chairman Robinson suggested since we do not have a Planting Manual to strike the complete sentence. Each Board member was in agreement with Chairman Robinson, that if it did not change or leave anything out the best would be to strike the sentence until we adopt a Planting Manual.

Chairman Robinson explained that the Development Ordinance addresses how the Board conducts hearings, zone changes and other aspects of development within the city. Then the Board sends their recommendations to the Board of Commissioners. This process is covered in the manual, however keep in mind all decisions are strictly recommendations.

Mr. Burke explained that he fills it is a more professional looking document and he was proud of how the manuals appear now, they are more pleasing to the eye. Chairman Robinson asked if Mrs. Patterson done all the printing and graphics? She explained that she had done all the work herself.

Chairman Robinson asked when the Zoning Map can be redone. Mr. Burke explained that his Office now has a program on our computer to correct the map in house. He hoped that in the very near future to be able for him and Mrs. Patterson to attend a class so they can create a new and updated zone map.

Chairman Robinson asked when the second reading would be for the annexation and zone change. Mr. Burke explained that the second reading should be next Tuesday.

Minutes of May 15, 2007 meeting were reviewed, discussed and approved.

Old Business:

Chairman Robinson asked if Mr. Burke was aware of anything coming up in the near future. Mr. Burke explained the only thing he was aware of at this time is the possible annexation of the new school. He explained there is also a 45 unit subdivision located near the school that has requested to come in once the school is annexed.

The Hart property that was approved for annexation is still being researched by Attorney Bob Hammons. He has not gotten back to Mr. Burke yet.

Chairman Robinson brought up that we need to be satisfied that the city can properly service the area we are planning on annexing before we actually have a reading on the annexation.

The Board continued to discuss several properties around the City. Ms. Martin asked about the status of the hospital. Mr. Burke explained that at this time they planned on imploding it sometime in July. Additional discussion addressed the area surrounding the new school and how the area may be annexed.

Chairman Robinson asked if the Code Enforcement Board is moving forward on issues they have been addressing of late. Mr. Burke explained that at this time mowing and rubbish consumes most of the Code Enforcement's time. However he felt that things were still progressing well.

Chairman Robinson asked if there was a need to swear in Mr. Sasser. Mr. Burke advised Chairman Robinson he would check to see if Mr. Sasser needs to be sworn in and what procedures need to be followed.

 

Chairman Robinson asked if there was any other discussion.

There being no further business or discussion, the meeting was, on motion duly made, seconded, and unanimously carried, ADJOURNED.
